LQMO AD 2.20   Local Traffic Regulations

1.   Low Visibility Take-Off (LVTO)
1.1   Introduction
Low Visibility Take-Off (LVTO) is applied when the Runway Visual Range (RVR) is lower than 550 meters but not lower than 300 meters.
Take-off at Mostar Airport in conditions of reduced visibility (LVTO) is prohibited when the RVR is lower than 300 meters.
1.2   Preparation Phase
The preparation phase for the application of LVTO begins when the RVR is 800 meters or less, and a further reduction in visibility is expected. (The pilot of the aircraft will not be notified at this stage.)
The preparatory phase for the introduction of the LVTO is decided by the on-duty air traffic controller.
In this preparatory phase, all airport services must check the part of movement area to be used in Low Visibility Conditions (Manoeuvring area + Apron), associated visual navigation aids, vehicles and equipment.
1.3   LVTO activation phase
LVTO procedure will be activated when the METEO office reports that the RVR is lower than 550 meters. The decision to initiate LVTO procedures is taken by the on-duty air traffic controller if an aircraft take-off operation is planned or expected, and METEO report shows that the RVR is lower than 550 meters. Pilot will be informed when LVTO is in operation by RTF call with the words: “Low Visibility Take-Off Procedures in Operation”. Low Visibility Take-Off (LVTO) is permitted on Runway 15. During LVTO taxiing of aircraft from the parking position at Apron to the RWY 15 is allowed on taxiways "B" and "A". Apron 1 is used for parking and servicing of aircraft in LVTO. When LVTO procedures are activated, only one aircraft is allowed to move on the apron and manoeuvring area. During the LVTO, it is mandatory to guide the aircraft with the vehicle "Follow Me" on its way from the parking position at the Apron to Runway 15. All vehicles moving on the movement area (manoeuvring area + apron) must have the lights on and the rotating yellow light (or 4 turn lights if they are without the yellow rotating light).
Vehicle speed limit must be reduced to:
  • Apron: 15 km/h
  • Taxiways: 25 km/h
  • Runway: 30 km/h
During LVTO, movement on the manoeuvring area is allowed only to:
  • “Follow Me” vehicle,
  • ARFF and medical service vehicle in case of an emergency,
  • Maintenance service vehicle in case of urgent repair.
1.4   LVTO Suspension phase
LVTO procedures will be suspended when the RVR is 550 meters and greater than 550 meters and further improvement is expected. The on-duty air traffic controller decides on the suspension of LVTO procedures.

Mostar Airport is classified as CAT B airport which requires a specific briefing to crews prior to operation into Mostar. Ref. AIC A025/2006.
Descriptions of arrival and departure procedures are on the charts.
Required authorisation from BHDCA for Special IGS/LOC RWY 33. Ref AIC A004/2020.
In case of complete communication failure, ATC signal light gun is available on Mostar TWR.
Pilots shall observe light signals from TWR.
