1.3   PASSENGER SERVICE
The passenger service charge for each international departing passenger is 20.00 BAM.
1.3.1   BOSNIA AND HERZEGOVINA DIRECTORATE OF CIVIL AVIATION (BHDCA) CHARGES
According to the Bosnia and Herzegovina Directorate of Civil Aviation Decision on the Amount of Charges to be paid by Aircraft Operators per transported departing Passenger and per Ton of Goods/Cargo transported from Airports in Bosnia and Herzegovina, published in “BIH Official Gazette” No 4/17, Aircraft Operators shall pay to BHDCA charge of:
  • per transported passenger departing from Bosnia and Herzegovina airports in the amount of:
  1. 1 BAM in 2017;
  2. 2 BAM as of 1/1/2018; and
  3. 3 BAM as of 1/1/2019.
  • per ton of transported good/cargo on scheduled and charter flights departing from airports in Bosnia and Herzegovina in the amount of:
  1. 20 BAM in 2017;
  2. 30 BAM as of 1/1/2018; and
  3. 40 BAM as of 1/1/2019.
1.3.2   EXEMPTIONS FOR PASSENGERS
Airline crew on duty, infants, ID 90 tickets-90% or more, involuntary re-routings.

1.7   EXEMPTIONS AND REDUCTIONS
In order to stimulate the development of scheduled passenger traffic at Banja Luka International Airport, the airlines to introduce scheduled passenger flights for a new destination from Banja Luka shall be granted an appropriate discount.

The new destination is any destination outside of BIH where scheduled air traffic from Banja Luka Airport is introduced, and that the same has not existed for at least three years before that.

Airline is entitled to a discount for the operations to the new destination by concluding ground handling agreement with the airport (SGHA), and for at least three rotations per week throughout the year.
1.7.1   DISCOUNT ON LANDING AND HANDLING AUTOMATICALLY
1.7.1.1   Ferry In Or Ferry Out
When the aircraft during landing and take-off have no passengers, cargo, and mail, discount of 30% will be granted automatically. Reduction of price will be automatically calculated on the contracted price per SGHA, or the price from the price list if SGHA does not exist. For general aviation flights discounts shall not be applied.
1.7.1.2   Technical Flight
If the aircraft has landed for technical, meteorological or navigational reasons, costs of landing and handling will be reduced by 50%.
1.7.1.3   Return Flight
If the aircraft after take-off did not reach its planned destination or an alternate airport and returns to the departure airport, 100% discount on landing and handling costs will be applied.
1.7.1.4   Humanitarian Flight
Landing and handling services for humanitarian flights are free of charge.
1.7.2   SPECIAL DISCOUNTS
Cargo aircraft handling includes cargo handling and forklift usage. Handling and storage of cargo goods that is declared as humanitarian aid are free of charge.
1.8   METHODS OF PAYMENT
All prices are without VAT.

Management reserves the right, in the process of negotiating and signing contracts with the airlines to apply different prices in relation to the prices in this price list, with the consent of the Supervisory Board.

2.   LQMO

2.1   LANDING OF AIRCRAFT

  • Charges for technical landings, reversal and ferry flights are 50% of the basic charge;
  • Charges for test and training flights (each touch and go) are 25% of the basic charge;
  • Aircraft of the Red Cross and BH military aircraft, when flying for military purposes, shell be exempt from the payment of charges;
  • Charge for the unannounced flight is higher for 25%.

2.3   PASSENGER SERVICE
The passenger service charge for each departing passenger in domestic air traffic is 7.50 EUR.
The passenger service charge for each departing passenger in international air traffic is 15.00 EUR.

  • per ton of transported good/cargo on scheduled and charter flights departing from airports in Bosnia and Herzegovina in the amount of:
  1. 20 BAM in 2017;
  2. 30 BAM as of 1/1/2018; and
  3. 40 BAM as of 1/1/2019.
2.3.2   FEDERAL GOVERNMENT PASSENGER TAX (FGPT)
According to the Decision of Government of Federation of Bosnia and Herzegovina on the Passenger Tax - Compensation for Development and Advancement of Air Traffic in the Federation of Bosnia and Herzegovina, passenger tax named “Federal Government Passenger Tax” (FGPT) is established for each departing passenger in international air traffic departing from the airports of the Federation of Bosnia and Herzegovina. This tax amounts 10.00 EUR, and it is collected by the Directorate of Civil Aviation of FBIH (FEDCAD).

2.4.2   CARGO AIRCRAFT
Per each started metric ton on the basis of the MTOW - 22.00 EUR.
2.5   LIGHTING
The lighting charge is 40% of the landing charge.
For training and test flights during the night the airfield lighting is to be charged at the actual costs.
2.6   EXEMPTIONS, REDUCTIONS AND SURCHARGES
2.6.1   Exemptions
Exempted from charges are:
  • infants up to age of two;
  • passengers holding free tickets (ID 90, ID 00);
  • direct transit passengers;
  • employees of Mostar Airport Ltd.
2.6.2   REDUCTIONS
The handling charges for passenger aircraft are reduced for the following charges:
  • 50% of the charge in case of technical landing;
  • 25% of the charge for test and training flights;
  • 75% of the charge for empty leg;
  • 75% of the charge for reversal flights;
  • 50% of the charge for the flight cancelled within 24 hours of announced arrival or departure time.
2.6.3   SURCHARGES
The handling charges for aircraft are to be increased for:
  • 25% for handling of announced flight;
  • 25% for handling on days of national holidays and on Sundays;
  • 25% for handling of aircraft announced within 24 hours;
  • 25% for repeated part of handling or complete service, upon the users request.
Charges shall be only simultaneously increased for a maximum of 50%. When waiting for aircraft outside operation hours, 230.00 EUR per hour of waiting is to be charged. Minimal unit rate is 30 minutes.
