1.2 BOSNIA AND HERZEGOVINA DIRECTORATE OF CIVIL AVIATION (BHDCA) CHARGES
According to the Decision amending the Decision on the amounts of fees to be paid by aircraft operators per transported departing passenger and per tonne of transported goods/cargo departing from airports in Bosnia and Herzegovina (Official Gazette of BIH, No 88/23), Decision on the amounts of fees to be paid by aircraft operators per transported departing passenger and per tonne of transported goods/cargo departing from airports in Bosnia and Herzegovina (Official Gazette of BIH, No 20/23) shall not apply in the period from 1 January 2024 to 31 December 2024.
Decision on the amounts of fees to be paid by aircraft operators per transported departing passenger and per tonne of transported goods/cargo departing from airports in Bosnia and Herzegovina (Official Gazette of BIH, No 20/23) automatically applies from 1st January 2025 as follows:
According to the Bosnia and Herzegovina Directorate of Civil Aviation Decision on the Amount of Charges to be paid by Aircraft Operators per transported departing Passenger and per Ton of Goods/Cargo transported from Airports in Bosnia and Herzegovina, published in “BIH Official Gazette” No 20/23, Aircraft Operators shall pay to *BHDCA charge of:
- per transported passenger departing from Bosnia and Herzegovina airports in the amount of 3 BAM.
1.2.1 EXEMPTIONS FOR PASSENGERS
- transit and transfer passengers;
- passengers with free and chartered tickets, marked as ID 00 and ID 90 tickets;
- DHC crew;
- children up to 2 years old (INF);
- passengers on flights with military call signs;
- passengers on state flights, and
- passengers on flights registered as transport for own purposes.
- per ton of transported good/cargo on scheduled and charter flights departing from airports in Bosnia and Herzegovina in the amount of 40 BAM.
Except:
- transit consignments of goods/cargo;
- goods/cargo consignments exempted from payment of transport services.
1.6 EXEMPTIONS AND REDUCTIONS
In order to stimulate the development of scheduled passenger traffic at Banja Luka International Airport, the airlines to introduce scheduled passenger flights for a new destination from Banja Luka shall be granted an appropriate discount.
The new destination is any destination outside of BIH where scheduled air traffic from Banja Luka Airport is introduced, and that the same has not existed for at least three years before that.
Airline is entitled to a discount for the operations to the new destination by concluding ground handling agreement with the airport (SGHA), and for at least three rotations per week throughout the year.
1.6.1 DISCOUNT ON LANDING AND HANDLING AUTOMATICALLY
1.6.1.1 Ferry In Or Ferry Out
When the aircraft during landing and take-off have no passengers, cargo, and mail, discount of 30% will be granted automatically. Reduction of price will be automatically calculated on the contracted price per SGHA, or the price from the price list if SGHA does not exist. For general aviation flights discounts shall not be applied.
1.6.1.2 Technical Flight
If the aircraft has landed for technical, meteorological or navigational reasons, costs of landing and handling will be reduced by 50%.
1.6.1.3 Return Flight
If the aircraft after take-off did not reach its planned destination or an alternate airport and returns to the departure airport, 100% discount on landing and handling costs will be applied.
1.6.1.4 Humanitarian Flight
Landing and handling services for humanitarian flights are free of charge.
1.6.2 SPECIAL DISCOUNTS
Cargo aircraft handling includes cargo handling and forklift usage. Handling and storage of cargo goods that is declared as humanitarian aid are free of charge.
